I took him to the vet and they checked and confirmed no parasites, no metabolic disease like diabetes. So the conclusion is that it's behavioral, and I'm trying to give him more attention and affection. They also suggested that it could be something like dry skin/allergies, but I don't want to put him on prednisone, which is what most mainstream vets recommend people give their pets but which is not great for their immune system.
One of the vets also recommended adding a little flax seed oil to his food to help give him some more beneficial fats (my Buddy is very skinny), and so we'll see if that helps. Dave believes he's suffering from neglect because the other three animals are all over me, whereas Buddy's very shy and skittish and won't come near if they're in the vicinity, and of course they always are. If the more-attention treatment doesn't improve things, I may see about finding him a new home, I hope with my parents, where he can live in a dog-free environment and get more quality human interaction and be less nervous.
