I'm assuming its an indoor grow? What kind of lights are you currently using? Whats your budget? We need more info if you expect us to help you.
I have six 55 watt cfl lights in a homemade grow light I got off you tube but as of now I only got one light on them in a desk light on the table its one of them 55 watt CFL bulbs natural lite type an they are cool to the touch so I got it kinda close
Got any pics of the current setup?
This is just my opinion, since I dont know much about cfl's and how well they grow. But if I were you I would invest in a T5 florescent setup. They are very low heat and put out great results.

I think I answered your question wrong, maybe not. But after I read it again it sounds like you wanted to know what light cycle you should be running. I like to run an 18 hours on 6 hours off cycle. A lot of people like to run lights 24/7 during veg, but I like to give my plants some time rest. And i forgot to tell you, if you get a T5 light, those cfl's will be perfect for side lighting. CFL's dont penetrate very well so when people grow with them they use tons of bulbs and reflective walls (dont use aluminum foil because it will cause hot spots).. If im not mistaken they need to be within 6", anything farther than that will need an additional bulb.
