quick question
Got any pics of the current setup?
This is just my opinion, since I dont know much about cfl's and how well they grow. But if I were you I would invest in a T5 florescent setup. They are very low heat and put out great results.
The best advice I can give you is start using the search button.

quick question
I think I answered your question wrong, maybe not. But after I read it again it sounds like you wanted to know what light cycle you should be running. I like to run an 18 hours on 6 hours off cycle. A lot of people like to run lights 24/7 during veg, but I like to give my plants some time rest. And i forgot to tell you, if you get a T5 light, those cfl's will be perfect for side lighting. I hope this helps.
Happy growing, peace.

quick question
If the stocks are very stretched out between sets of fan leaves, then they need more light. If they are short and the growth is "stacked" then they have enough light for now.
CFL's dont penetrate very well so when people grow with them they use tons of bulbs and reflective walls (dont use aluminum foil because it will cause hot spots).. If im not mistaken they need to be within 6", anything farther than that will need an additional bulb.
You should post pics!
Heres a pic of one of my plants at the beginning of week 3, it has more than enough light (its outdoor) and it has "stacked" growth..
