Just because it was used as a medicine back then doesn't mean the ancient Hebrews knew about it. My guess is that they didn't even know about the plant, since there really isn't any good historical evidence to support the idea that they did. Of course, that doesn't make a lot of sense if you believe in the Bible, since any all-loving God would certainly share his tremendous stash with his chosen people.

What sect is teaching that? And how did they arrive at that belief system?

The only recreational drug mentioned in the Bible is alcohol, and while it warns against overindulgence in drinking in some verses, it doesn't seem to have a problem with moderation. There are even stories in the Bible where people whom God considers extremely moral and righteous get totally plastered.
For example, in Genesis, after the flood Noah immediately starts growing grapes so he can make wine, then he gets totally plastered and passes out naked in his tent, where his son Ham sees his ding-dong and then Ham's son is punished for it for some reason.
Also, there's the story where Lot and his family is spared by God from the destruction of Sodom and Gomorrah. Lot's wife is killed in the whole ordeal, but his bloodline is able to continue because he gets really smashed and fucks his own daughters, impregnating them.
But it is true that most Christian denominations and probably most individual Christians are opposed to drugs. This is, I think, because the more religious one is the more conservative/reactionary ones political beliefs tend to be. Nearly all right-wingers (especially those on the far right) are religious and in favor of the War on Drugs, and the more progressive you get on the political spectrum, the less religious people tend to be, until you get to the radical revolutionary left which consists almost entirely of atheists who are vehemently opposed to the War on Drugs.
Where the guy fucked his daughters... did God condone that?
I never read that one.....

It was the story of Sodom and Gamora (where we get the word Sodomy)...Lot was the only righteous man, etc. God saved him, told him not to look back; his wife did, she turned to salt....nothing mentioned good or bad about Lot giving his daughters the Arkansas chugabug.
Many odd tales in the old Testament like that which don't seem to follow any logic.
