I think that for starters, you have the light WAY to high over the plant. I start plants with several compact flourescents and they have NEVER gotten that tall with that few leaf sets. Bring the light as close as possible with out burning the plant. Jonny is right about waiting to flower, needs to be alot more mature. If you cannot afford a larger light, supplement that light with as many compact flourescents as you can afford. They can be kept about 3" from the plants with no ill effects as long as the room is a good temp. Keep in mind that as you double the distance from the plant, the light intensity decreases by the square. A plant that is 10" away recives ALOT less light than one that is 5" away.
