Of course they didn't whip up a hurricane, but they DID refuse New Orleans the necessary funds to fix the levees which were known well in advance to not be strong enough to sustain such a disaster. And it's no coincidence that every two months we're spending as much on the war as the entire cleanup operation for this hurricane is going to cost. Wars are expensive, and in order to conduct them you need to ensure that the taxpayers do not get the full benefit of their tax dollars. So Bush should be held responsible not only for the terrorism and dictatorship that Operation Iraqi Liberation is bringing to the Middle East, but also for the social programs (like levee repairs) that have to suffer here because of the money being pumped into the killing.

The blame is on every state local and federal level mostly on the federal level because once everthing is said and done and what everyone is asking is why it took so long to help they where right there why couldnt fema help. people from all over usa where tryin to go help and fema turn them away why? and dont say its not true because it is well reported that it happen so the blame is on FEMA and whoever told them to wait

I'm not sure too many people would've complained about airdrops of food and water, about the establishment of mobile hospitals and housing centers, about a command and control structure that was clear and definite, no.
I don't think anyone's arguing that the state and local governments responded properly to this situation when the ball was completely in their court. I'm just saying that Nagin and Blanco passed the ball off pretty quickly once they realized it was too big for them so that the federal government could run the show.
The federal government, however, was nowhere to be found for a painfully long week when they had advance notice and the capabilities.
Fuck, Canadian rescue teams made it to New Orleans before FEMA did.

theyve devoted millions to research what to do in the even of a huge meteor hit.
if scientists knew a meteor was coming and warned the administration, and then the administration cut funding for metoer protection, i suppose you'd say it was the mayor of whoeversville's fault for not evacuating people too.

fema's budget is continuity of government, federally taking over cities, mass round ups, making sure our mega leaders live comfortably in bunkers when the shit hits the fan, etc...not so much disaster relief, as we've seen in the case with this hurricane.
