well, here weed is illegal even for medicinal users but police and judges sympathize with them. but, seeds are completely legal here so it is very easy to grow for personal use. Also unlike in the US weed is scheduled Class B (equivalent of schedule 2 there) so it isn't as bigger deal. In fact, it was only recently moved to class B from class C, and i would not be surprised if it was downgraded to class C again.
