first off, how are you smoking through an oz or more a week?

a 150hps will allow maybe 3-4 small plants, which would allow 4-8oz every 2-3 months assuming you also use a seperate veg room.

To clarify, the weight depends on watts of HPS in the flower room rather than the plant count. IF you do everything right, you should be able to pull up to 2 1/2 ounces per month with your 150w HPS. That's a BIG 'if'. New growers won't hit that magic .5g per month per watt number.

You should expect to run a second room with vegging plants under flourescents. I like shop lights but you have many choices. A HPS for veg induces stretch and is not an efficient use of either your light or your space.

I have been doing a bit more research and I concluded if I'm really going to do this then I need to stretch for a 400w I have seen some for $120 on high tech garden supply im sure they will screw me with shipping though. But lets say i get the 400w for the flowering room. how many plants will I be able to bud under that one light. room is 4ft long 2ft wide and about 7 1/2 ft high.

That SHAPE of room is ideal for a pair of small HPS (2 x 250w) or a 4' t5 fixture.

In that size footprint, I would start an entire package of seeds (10) expecting to finish with 4-6 females, which is about right for that space if you pinch each one into a little bush when it is young, and allow each one about an 18" circle of floor space. You will be potting-up and killing the males after week 2 of flower- it WILL seem a bit crowded in the the first 2 weeks of flower; this is normal.

Can I just get one 400w since that would be cheaper than having to buy 2 250? And also how big do they need to be to put them under the HPS, I was thinking 15in. I was going to vegg them outside then flower them inside with the HPS. One more question how far away does the hps need to be from the plants at all times?

a single 400 is not good for that shape of space unless you are running a light mover. You'll have dark corners. Just a heads up.
It's not the size, it's the maturity- as soon as the nodes go alternating (=main stem looks zigzag) they are ready to flower. Train them to be SHORT and FLAT if you can.
Veg outside is going to give you bug and photoperiod problems more likely than not.
Distance depends on light. Flouro =2-3", small HPS= a foot or so, medium HPS= 18"-2.5 feet depending on if it is air cooled or not.

Light bulbs, Rope Lights, Halogen and Fluorescent bulb - 1000-Bulbs - The Light Bulb Superstore has cheap lighting to the extreme. you could probably pick up a 400w hps supplies for real cheap
