If someone came up to you and said "I would like to grow my own weed, I smoke about a ounce a week and would just like to grow enough weed for that purpose." Can I get a ounce a week or even a ounce every two weeks if I setup a SOG grow well.I know I will need a HPS but will just a 150 work?

Well, if you have to ask, probably not.
There are a LOT of factors involved.
I suggest you read up on the grow forums, and come back when you have a solid plan.

Well can I grow a plant with a 150w HPS throughout vegging and flowering. If so, how many plants?

Again that depends on a lot of things (size of the plants, size of the space, ventilation, strain, nutrients, soil, etc.). We can't just pull numbers out of our butts. We need more details to give an accurate answer.

Alright sorry man,
1x150w HPS
I will keep plants small a possible by topping(maybe atleast 5 plants)
8ft high, 2ft wide and around 4ft long
Have fan and good vent.
bagseed
Fox Farm big bloom and grow big
they will be in soil
plans are to get a 150w HPS put the 5 small plants i have now under it keep light on 18/6 then when they get around 15-20in tall ill switch to 12/12. give the nutrients as directed on the bottle. so will 150w do this or maybe 250w?

a 150 will not produce enough for you to smoke an ounce a week

Keeko's right...in order to be able to produce a quarter pound a month, you're going to need a continuous growing system and a lot more light. How many plants you CAN grow depends on lots of things, but one of the most important considerations is light/lumens per square foot. If the light isn't strong enough you're just going to end up with wispy buds and a sad disposition towards growing.
400w systems really aren't going to cause as much of a power spike when they start up as you probably think they will. Sudden dramatic surges in electrical consumption are what often get big-time growers busted, because of how noticeable they are. But most of the time it's perpetual commercial grows using thousands upon thousands of watts of electricity. A single 1000w system isn't going to show a whole lot difference in your consumption, especially if you can get a hold of some of these newer ballasts. Lots of the 400w-1000w digital ballasts use "Soft Start" technology, which cuts down on the large spikes of current needed to fire up the bulb. If you're looking to grow a ton of it, and especially if you are looking to turn it into profit, you've got damn good reasons to be paranoid. Be sensible about it and don't draw attention to yourself...then you've got very little to worry about.
I think you'll be much happier with the results if you're able to get a 400w system, or stronger. Stronger light = denser buds. Good luck, either way.
