Love this question!
For me, the 'baddest' guys were the ones who scared me most as a child:
Bill Sykes (Oliver Reed) in 'Oliver'.
The Child Catcher in 'Chitty Chitty Bang Bang' (Lollipops anyone?).
The Daleks in Dr Who (from behind the sofa). lol

Ooooh, that sounds good, BirdGirl, I will have to check out The Missing, good bad guy roles are so delicious!
Good additions, Nightcrewman- Amon Goth- Schindlers List I would def put o the list
LOL Flameon, yeah, whatever scares you as a kid stays with you as an adult.
Love Army of Darkness, but I can't put Bruce Campbell's Ash on the bad guy list as ill tempered as he was, he was really the good guy, right? I mean who can blame him.
"Shop smart. Shop S Mart!"
CanaDanks,
Hell yeah, Jack in The Shining and Longshanks in Braveheart are close to top of the list. I haven't seen the other movies you mentioned, but I will take your word for it, heh.
Good call, Ghosty, I totally forgot about Kill Bill and I like your pick of the Warden in Cool Hand Luke.
I think I want to add Jeff Bridges in The Vanishing to the list. Not the best movie ever but he was pretty oogie
Javier Bardem as Anton Chigurh is definitely the best movie villain I have ever seen. A close second would have to be the bad guy from Wolf Creek, Mick Taylor.
They both play they're role so well, as unstoppable psychopaths, which is a lot scarier to me than some supernatural villain like Freddy Krueger, who is incredibly cheesy IMO.
EDIT: Christian Bale comes in third with his performance in American Psycho:D

THE JOKER!
I just saw The People Under the Stairs and the mother and father are definitely some bad baddies. WTF was up with the dad's bondage suit?!
Zed from Pulp Fiction, arguably the only "bad guy" in the movie, aside from the shop owner. They did some fucked up shit
Ray Winstone in "Nil By Mouth".
Malcolm McDowell (sp?) in "Gangster No 1"
Two amazing performances....true bad guys. If there is anybody out there who likes British films then I would highly recommend those two. Oh and Back Alley Sluts Volume III.
