t12 flouro ballast..
so ive decided to put 2 4foot t12 light system into my new closet. i decided to use two that were existing fixtures in the apartment.. thers twice as many as needed in this one spot so it fine to borrow anyway as i was taking the panel off to disconnect to wiring and un screw it from the wall i saw this black goop, id say was like tar that had dripped onto and pooled on the front plate.. i scraped it off and put it backtogether.. is this normal? dangerous evan? have the ballasts outlived thier lives? any insight appreciated.

deff not normal, i'd suggest a couple of new fixtures; they run about 10-12$ at any hardware store.
as for bulbs, GE daylight is the best for veg imho...

The black goo you speak of is tar. Its from the inside of the ballast. I suggest getting a new ballast for your T12's, as it may cause problems. * They fill the ballast with it for a reason :p*
