No, a strobe light cannot be used. I know you're learning here man, but I think we told you this. You can grow with these, and only these bulbs:

-CFL/Floros
-Mh
-Hps
-The sunlight of course.

Nothing will change no matter how many ways you think stuff up. Those 4 options for best results. That's all. Good luck.
