New bong doesn't bubble??

I bought a new bong today and it doesn't bubble when you hit it, and the hits don't feel like you're getting as much smoke as a bong normally should. The bowl is NOT clogged; it is hitting, just not well and not bubbling. The down stem is submerged about an inch to and inch in a half into water, as much as we normally do for all our other bongs, which work just fine.

Anybody know what's up going on here and/or how to fix???

Oh also! The down stem goes down very low and close to the bottom on the bong (which has a slight indent like the bottom of a water bottle) but does not touch the bottom.

Im guessing there is another hole in the bong letting in air. So when you suck in the air comes from that hole and not from the slide. My best fix it advice would be to clog it. Ive used gum before to fix a cracked bowl.
