Do I have the proper lighting?

Hello everyone! I'm a first timer and I was wondering if I'm giving the right amount of light. I've read different things for months before I started. I'm using 1 helical 26w and 1 sylvania spot-grow 60w per plant. Is this sufficient for proper growth?
