Whats is the Cheapest but best Lighting to Start Outsoor Plants

Daylight CFL's, I would start indoors under at least 6 100w equilvant CFL's, for at least 1-2 months then transplant outdoors and let nature do the rest!

why would you start plants indoors that you plan on putting out. why not just start them outside so you have no problems with the transition, not to mention they will do better outside to begin with?
