In a meeting with Mark from GM last Friday he informed me that he was informed by Rob or somebody that it was signed.:(

It had not been signed as of yesterday afternoon. You're right that towns and counties have been waiting on this, though. I expect every municipal and county government in the state will write or revise their regulations now that the legislature has given them some guidance.

Isn't true that even if he does not sign it becomes law in 30 days?

You can go here to see which bills Ritter signed:

Governor Bill Ritter, Jr. - State of Colorado (http://www.colorado.gov/GOVERNOR)

Then go to "Highlights" on the left and click on "Legislative Action."

It pops up in a separate window for me.

Hope this helps.
