You don't necessarily need fluorescent for veg. You could go HID, or LED, or induction, or just about any type, really. All have different uses. I prefer LED.

The real answer to your question is going to depend primarily upon the size of your rooms.

I prefer fluorescent lamps because it is cheap to buy and they need less electric power.

i love using t5 for veg. cheaper electric than hid and you get tighter nodes than compared to hid. LED is even cheaper in electric but never tried them and they are very expensive for the area your trying to cover

Cigs is right. Get a set of T5's and you'll be good to go.
