it takes some time, but if you frequent the same truck stops, you`ll make some connections, other truckers. just dont be too fast or forward.
you can also, if ya can trust em, ask a lot lizard. some of them can be trusted, but watch out for the crackhead ones. also if you run through texas, most truck stops there, especially near border towns, it can be easy to obtain what you are looking for. i hope this helps.
by the way, i was a trucker for over 20 years, and a smoker for over 30, so i got my ways of not running out.
