my plants are almost 3 or 4 weeks old when should i start 12/12 and add nutes...??? :(

You could add a very diluted veg solution right now if you wanted, its probably about time. Then water with just water, then maybe add a half solution, then water, etc. building up to a full dose. You want to wait until the nodes begin to alternate on the new shoots - right now they are all probably growing in pairs. Once they begin to alternate sides, its time to switch!
