Which floro out of these 2, are best for seedlings

I have 2 and Im thinking the one on the top with the blue looking spectrum should be the one I use. Their about a week out. Out of shell and has leaves showing but not quite upwards is it too earily? camera pic

blue is good now. yellow is good later.

i'd use both now and later, if you don't plan on doing some upgrading.
