Stick with FL.
Like someone said above look for tutorials in google and youtube.
You can make some really really nice stuff in it.
You can't use garageband because you have a PC. Fruity Loops is your best bet.
I use Reason 3.0 right now, but if you think FL is complicated, wait till you see Reason.

Uh, Reason is not the best. Fruity Loops sucks... but is easy for beginners (FL is the best starter program, and I have actually made some decent trance/techno music with it).
If you want a real powerful music making program, try Cubase SX. It's one of the best. High learning curve, but definitely worth the money that you won't have to pay when you pirate it.

I use Acid Pro. I don't need much more from it than basic MIDI sequencing, editing, and recording, so it works fine for me.
cubase yer and use reasons dr x drums

i use adobe audition but it takes a while to learn, you can also download a free trial version of acoustica beatcraft which is pretty easy to learn.

Google search "Finale Notepad". It's pretty basic and user friendly, but you can get some sweet tunes goin' on it.
Edit: Also, it's free.
