Another darn rep question

I noticed some people have all the green lights lit up, others have a few lit up, and some have green squares that are not lit up.

Any ideas?

Like I said before, the first 5 are dark green, after that they become the lighter green (I think). I dont think they are "lit up", they are just a light color to make them stand out.

Of course I could just be making this up.. But it seems to make sense to me.
