Do bongs lessen the effects?

Would smoking the same amount of weed through a bong as through a spliff lessen the effects? Just something I heard.

You're from the UK, where 99.5% of people smoke spliffs. How many people do you know with a bong?

Bongs are very effective for getting high. Say a person smokes a spliff with 0.7 in it. Another person smokes 2 bongs; one 0.3 and one 0.4

It would definately NOT lessen the effects. Not at all. Theoretically, i believe because both persons would've smoked 0.7, both would have the same amount of highness.
