If I intend to put the mother into flower shortly, I take clones from the LOW branches that would have only developed annoying little popcorn buds anyway.
MAny growers prune these off even if not cloning, for a couple reasons:
-plant concentrates all energy on higher budsites (average size of colas is supposed to increase)
-airflow at the base of the plant is not impeded... very important in some situations... I would imagine most so when humidity is of concern
