Only 8 people in the country who the federal government supplies weed to
The program was started in 1978, and reached 20 people at it's peak. The program being providing medical weed by the government to these people that are extremely sick. I don't remember exactly but some president put an end to the program just as it started because he was up for re-election. So basically a program that could've reached thousands of people in need of medical marijuana, ended just as it started. I guess they couldn't of said fuck you to those 20 people that were in it, so they just keep providing all of them medical marijuana until the day they all die off.
