well its hard to push capital punishment on minors, so in a sense, you almost can be too young to break the law.

i dont think you have the true capacity to know whats truely wrong or right when youre in between the ages of 1-8 or even 1-10.

yes but who is rightfully capable of judging who is 'mature' enough to smoke or not to? there is no one completely capable of it, and THAT is why it wont be legalized in america.
