from the close up it looks like mold and as it was damp when you got it leads me to believe its mold.but dont take my word for it.what ever it was its to late now its been smoked.

i personally think it's the colour of the bud. I've seen some very odd looking buds in grow mags before, usually very high quality. Probably just some nice shit
