Even though I probably won't get a reply, when would be a good time? I plan to germ my seeds in the begining of april, maybe the end of this month.

when the night time temps remain well above freezing you should be able to safely put a 2-3 week old seedling outdoors with no problems you should try start your seeds indoors for 2-3 weeks before placing outside for best results.

while that link gives you amount of daylight at certain time periods and may be somewhat accurate for the start of flowering for some strains its not something you should really go by on when to start, your temps for your local area should be what you use to determine when to start.

you dont have to start them indoors but you usually have alot better germination to seedling rate indoors where temperatures and environment can be controlled as seedlings like high humidity and warmer growing meduim temps of 70- 85 degrees, but it can be done outdoors just not something you will porobably want to try with purchased seeds but if you are just using bagseed and you have plenty to use there is no reason you cant start them outdoors.
as per lights flouros or cfl work ok if kept close if you have a hid available from growing indoors you can use that also.
