If the top is dry then your seed might also be dry. You need to keep your soil moist at all times if the seed hasn't even popped out yet. It might have died depending on how long it's been dry.

stay away from miracle grow if you can. if it retains moisture that may be a good thing, but on the other hand it might make it difficult for you to tell when you need to water it. you don't want your plants to get root rot from being overwatered (or being too wet all the time).

I dont know about everybody else, but I used some MG soil called Hyponics or something like that, I almost killed my plants, I dont know why, but I went to totally organic soil perlite, dolomite, bat guano! Thats the shit dude. My girls went from 1.5 inches to 6 inchs in about ten days and turn a fine shade of dark green

Remember, you shouldn't be feeding your plant anything till it's at least 3 weeks to one month old. use a seed starter soil, ya it will dry out fairly quickly, but works best. just water alot. I just started 8 germed seeds, I was psyched then I used too much lite and it dried up lost 6, two doin fine...

you DO NOT want a soil with any kind of ferts added for new seedlings especially not miracle grow! go to a garden shop and ask for promix, sunshine mix or anything that is similar to them. a clerk should be able to help you out. just say you want promix or any other "nonferted" mix that is similar. 1 more thing, if you do get the promix or any other peatbased mix also getr some dolimite lime and add 1tbsp per gall of mix to get the proper ph for mj. also 1 of the most important things to add to the soil/soilless mix is alot of perlite (1:2 perlite:soil ratio, at least). this is absolutely necessary to keep the mix from becoming compacted over time and also to help keep the roots aerated.

i just bought a shit load of that soil because it has no nutes in it. but it does have lots of sticks and bark pieces that i am picking out as i mix in the perlite.

Yup the wood in the soil is not a good thing, the weed doesnt like the wood. I heard that wood robs nitrogen and behaves like nute lock up. Bacto Soil all organic. All new soil and I have plants that behave as though there growing under high intensity light, Great stuff man. Good luck Man!
