Well its def illegal, but chances are you'll get them in the mail. If customs siezes them they'll just send you a letter stating that. They don't have the resources to prosecute people who are buying small orders of seeds. To be safe don't have them sent to the same place you are growing and use a fake name. If you live close to the canadian border take the drive and go up to a seed bank. keep them in your pocket and if your told to pull over for inspection swallow the seeds.
