It's a combination of a chemical and temperature burn. Someone had said it correctly earlier- the salt allows the ice to melt at a lower temperature, in addition to adjusting the salinity of your skin, making it more vulnerable to chemical changes.
EDIT: My brother is a Marine. He is an ASSHOLE. A complete dick.
But, so are a good deal of doctors. They both actively and passively save lives each day, so that does entail a bit of respect. So let's not pass a blanketed judgement on a group of people, because that's nowhere NEAR accurate.

What happens is the ice burns your skin and makes an indent into your arm. The square spot gets as hard as rock and you can't even feel it.
