I don't budget anything. My bills are always late... What ever is about to get disconnected gets paid first. I have not had anything turned off yet with the exception of when I was out of town for 2 weeks and I have never been to low on cash to buy more weed for more than a couple days of being dry.

Sometimes something unexpected will happen I have to go a week or two with out smoking in order to pay that, but there really isn't much point in a budget. Things always seem to work themselves out in the end.
