My experience has been, and the hundreds of grow forum folks have confirmed that their is little to no legal risk to ordering seeds from another country. You will find that some people (a small fraction)have their delivery seized by customs, and that is all that happens to any of them. The worst case scenario is you are out the bucks you paid. Do not deliver to the address of your intended grow.
