If money was no object and you didn't want to go over 4k in lights what would you do? Soil or hydro? Rotating garden or aeroponics? etc. Any suggestions?

We will be using 2 rotating gardens that hold around 280 plants each (bonzai, gi grow or omega, which is best?). Would we be better off using 2 1k lights in each one or 600's? This basement is 20X30. We will go ALL OUT, no corners cut. I mean I want to get some feedback on everything from ventilation, co2, electric, heat, a/c. Sizes and brands of everything.
