It sounds like you have enough light, the question will be how it all comes together, in your space, if you can get an equal enough amount of light spread across all the babys. But, if you plan on getting them 10+inchs, I dont think you have enough light at all.

Gonna be transplanting them outside and possibly cloning first. I have 7 or 8 of those 45w flourescent coil lights from wal-mart, and 2 adjustable flourescent light stands.(3ft) What do i need to have my plants good and hardy for the transplant outdoors??
