I haven't voted yet but im at a catholic high school and #1 is definetly how they operate. It kinda sucks i guess, but kids don't jack around as often. Some of my teachers are cool and let you goof off to some extent. More learning is definetly accomplished than at a public shool. Actually i am going to vote number 1 because public schools are pretty much doing #2 and that isnt working. I mean just look at where we rank compared to other industrialized nations. We aint good. I dont think the hair or clothes matter but punishments should definetly be stricter in public schools

Control the kids, make them sit down and shut up and do what they're told, and learn what they're supposed to learn whether they like it or not. Control what they wear; their hair length and colour; control how they speak, what they say; basically if they do what they tell you then they'll learn what you teach them.
