^^ You can buy a cooltube but without a good fan to extract the heat it will not stop your problem

can i buy a different watt bulb for my 600 watt ballast, is it possible to do this?

^ Nope - 600 W ballast needs at least a 600W bulb.. I have heard of people using too large a bulb for a ballast (not recommended) but the other way around will definitely kill the bulb

if the above dont work if i buy this light from ebay would it be alright for the space i'm working in? i only have 2 plants at the moment ( ajans haze #3 femelised) there 2 weeks old and looking nice i have them under 5 cfl's 23w and growing in soil biobiz mix.

^^ thats a nice light but the light you are using will double your production (at least!) if you can get the heat controlled. Spend the money on a fan or a hood and fan for your light.. you never mentioned if it was in a fixture or not
