Well I suppose it could be a full spectrum light, but only if it says so. 5000K is merely a color. Full spectrum is a bunch of colors. If it says both on the package, then there is a spike of light (a lot of it) that is the bluish 5000K, plus there is a whole bunch of other light that is many colors. In general manufactures call their bulbs that lean more into the reddish areas, and therefore budding, full spectrum. All light bulbs are full spectrum to a certain degree. There are no lights at this time other than LED that are only one color.

According to this and several other charts that I've seen, best vegging color is neither 5100 or 6500, but 5700K. This number gives your plants a chance at peak chlorophyll activity. Also you can see the best color for budding is around 2400K.
