The earliest you can plant outdoors is after the last frost of the season... so probably around April for you. You can't just leave them alone though. Especially when they're young you have to keep an eye on them to check their water/nutrient needs. You even have to water them when they're older, most likely.

Harvest will probably be around September to October. Read the Grow FAQ for how to know when to harvest a plant's buds. You're plants could be 5-15 feet tall if you plant as early as possible because they will have so much time to grow before harvest. If you plant mid-summer your plants won't be as big (good idea for trying to attract as little attention as possible) and you'll get less yield.... but still a nice yield. A lot depends on what soil you use, nutrients you use, water, sunlight, etc. too, remember.
