Get your N number down to half or less of the veg fert you were using.
If you're stuck with that stuff, yeah, you could dilute it but then you are also losing out on micronutrients etc.
Are you on city water? If so, your water should not be causing pH problems. The city sends it out close to neutral to avoid corroding the pipelines. Almost guaranteed it's a soil problem.

The thing is, it gets the exact same treatment as all my other plants, but it's the only one that ever acts up. I'm starting to hate it.
