yes static electricty can ruin a circuit board... that's why if you work on your own comptuers, and you buy peices (video cards ect) they come in that static proof bag.. you're also supposed to touch the metal casing of the comp before you touch anything just to discharge any static electricity you may have stored.

true story, i used to have a vcr that was always fucking up, give it one good punch either int he top or the right side and it would work fine, til the next time you went to play something.... eventually that stoppped working tho... so i tried hitting it with a hammer, yeah, that didn't go to well.
