"where the seller knows, or under the circumstances reasonably should know" that it would be used to "convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act]".
The bolder words are the kickers. Cars, desks, stereos, shoes, bookbags... everyone knows that this list is stupid but literally anything could be used to conceal drugs.

thoughts and ideas should be banned i can use an idea + creativity + innovation to think of new ways to grow, conceal, store, etc. so these things should all be banned too

Now you guys are just being flat out stupid/silly. You guys know what they mean by Para, your just trying to shine it in a bad light. Face it, the City Council of Philly isnt blind to the fact they know why people buy Swishers...whiteowls etc. People dont smoke those things, there is a reason they put the lowest quality tobacco in those blunts..hell, you even get twiggs and stems in those blunts. They are there for people to roll bunts of maryjane. Same thing goes for Blunt Wraps.
Follow the law I say, I would like to see Marijuana Legalized, but not only for the Medical Marijuana Scam that is cooking up in Liberal States.
