Items that could "reasonably" considered to be paraphanalia under the Blunt Ban
Philadelphia Bill No. 060345, commonly known as the "Blunt Bill", defines paraphernalia as any item ??where the seller knows, or under the circumstances reasonably should know? that it would be used to ??convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act.].? In an effort to raise awareness about what these items actually are, here is a list of items commonly used to create drug paraphernalia.
Obviously, this legislation is both self-defeating and self-perpetuated, as pretty much anything can be turned into paraphernalia. To raise awareness about how silly this law is, I am compiling a list of so-called "paraphernalia" -- items that you or someone you know have turned into smoking devices. The purpose for social collaboration is to make the the list as robust as possible.

you can use anything if your creative enough,
cans, inhalers, bottles, pens, apples, too many to names, you just need the right tools

i've made bongs/pipes out of:
hollahoops
ceramic figures (both large and small)
goldfish bowls
socket wrenchs
metal plumbing supplies
beer bottles
aluminum cans
drink bottles
plastic containers (other then used for storing drinks ex: nyquil bottles, pill bottles ect)
blow-dart guns
(i have personally seen guns used, but have not made one out of a gun myself)
there's a few more things you can add

a guy on the dopefiend's last show made a bowl out of a carrot... and of corce there is the apples... oh, and no more soda in cans or bottles... and don't forget no more screens for your faucets... no fertilizers, potting soil, or anythnig of the like... light bulbs are out, as are knives... no more socket wrenches or rubber tubing... funnels would have to be banned too... wow, fixing my car is gonna be a bitch...

I need a stem for my bong, but one day I got creative and made one from a carrot, bowl head and all. It worked, so add carrots to the list.

Technically, anyone could refuse to sell you anything if they even thought u were a stoner under that law.
Example: Pants can conceal weed in the pockets. Water could be used to grow weed. Food could be composted to make fertilizer for weed. Basically anything for sale anywhere falls under this law as long as its being sold to a stoner.
