Since CT has awfully weird weather this year, when would be a great time to plant my seeds. Also, where? I was thinking on the edge of a lake behind a hill.

Yes
Lake edges are good but scope out for how heavily the lake is used... water attracts fishermen, kids, birdwatchers, etc.
In CT your last frost date is in late April I believe and you will be safe to plant ~May 1st... USDA zone 5b...
Sprout indoors if possible or build a tiny temporary greenhouse of plastic to protect your seedlings.

For lighting seedlings, cool white flouros VERY close to the plants... you really have to do some reading before your fist grow- it's in basic growing.
For a mini greenhouse to protect the babies when you put them outside... be creative... plastic sheeting or bags... twigs... duct tape...???? it's up to you! Successful growers all have CREATIVITY in common... start with solid knowledge and go apply it with your own flair!

Windowsill not so much.
A couple clip-on desk lamps with the BIGGEST BADDEST cool white CFLs you can find will work though!
It just occurred to me... outdoor growing involves lots of hiking and the growing gives you an excuse to make yourself get out and be all healthy and shit, and the hiking and being all healthy and shit is a good excuse for why you just HAVE to go hiking every saturday morning instead of hanging around the house where you can be conned into boring chores

Ah grasshoppa... that part is up to you...be inventive... branches, plastic, bamboo stakes, duct tape, creative dirt-mounds that direct rainwater runoff to your plants... just remember to let them BREATHE!!! Oh yeah, and camouflage the area well so hippies out cleaning litter out of the woods don't throw away your greenhouse
