yeah expense would be HUGH, they would get so much criticism about diverting the funds away for extracurricular activities (football, soccer, baseball...) in order to catch the minority who smoke.

I dont think they can do that legally because of the court case with the anti war arm bands. That ruling from that case is that you're rights dont end when you enter school doors, and random piss testing is a violation of your rights. They can piss test if you're in sports though. If its not a public school all bets are off.

Times have changed. Back when I was in high school we actually had OPEN lunches, meaning you were allowed 50 minutes to leave school, go where ever for lunch (Taco Bell, Mickey D's, etc..) and return for the rest of the day. Eventually, more and more students would leave and not return so they CLOSED the lunch period...but it was nice at the time.
