They temp is between 78 - 84, the light is a 400w Metal Halide, PH is 7, and fed them once couple days ago with 1/4 nutes

So here my little bubbelicious babies I germinated them on the 15th of Jan and on the 20th they all breached the soil. so that makes them 19 days old from the day i put them in the wet paper towel or 2 weeks above ground. Is this normal growth??? Ive seen pics of 3 week old plants and they huge! are my plants stunted??
