Chav doesn't just mean the clothes. Being a chav is a way of behaving, and most chavs wear certain clothes (light coloured sports clothes, Reebok/Nike etc. Also tousers tucked in socks and baseball caps pointed up on top of hoods.) Wearing those clothes doesn't make you a chav but it is pretty much a chav uniform now. They have simply become associated with each other. Wearing a kilt doesn't make you Scottish but you would guess if someone was wearing a kilt they were Scottish (or maybe Breton / Irish, I don't know if the wear kilts)
