I would be very leary of scams. If you were in the US I would recommend contacting and making friends with a good business attorney.

In general, opening the actual business is more important that what you sell. I would suspect you'd need to be licensed correctly, but again - you should be able to find a lawyer that can handle that.

What you sell is very important.
I did cover the licence issue earlier in the thread.

Firstly , you will not be able to open a coffeeshop in Holland.
They have suspended the issue of licences for coffeshops and no new ones are to be issued for the forseeable future.
The only way you can become a coffeeshop proprietor is if you can find someone willing to sell you thier exisiting business complete with licence .
