There is no normal way to act when you're high. Everyone reacts a bit differently. Truth be told, I actually get really energized after a few fat bong rips .I just get this strange rush of energy for about...2 minutes. Then I sit down, put on some music, and chill the fuck out. But for 2 or 3 minutes I feel quite energized. Which is sort of strange, since I'm generally smoking pretty Indica-dominant herbs.

Anyway, this still happens to me, even after smoking heavily every day for the past 8 or 9 months. Your friend being a beginner, well, he probably just has a more serious energetic reaction. Also, since he's a new smoker, he might not know exactly what to expect when stoned, and he might be tricking himself into thinking he's all crazy and hyper.
