This is exactly what i was like when I was a virgin. I told my boyfriend after he had asked me a couple times if I wanted to have sex, "Listen, I WANT to have sex, I am just not ready yet, I don't know why, but I will tell you when I am." And I did. So she will let you know. Just because she wants to have sex doesnt mean she is ready, as you are finding out.
